(1) Vendor needs to provide flexible spending account (FSA) and commuter benefits administrator services to the government authority located in Oakland, CA.– Provide comprehensive administration services for the city’s Flexible Spending Account (FSA) plans and Commuter Benefit Programs for all benefit.– Provide administrative services for the Health Care FSA, Dependent Care FSA and Commuter (Transit and Parking) benefit programs in accordance with plan documents and applicable laws.– Provide secure electronic enrollment capabilities and employer and participant online portals and tools, including mobile app.– Provide Plan documents, Summary Plan descriptions, amendments, amendment forms and required notices.– Provide and post eligibility and payroll deductions reports and other standard administrative reports for Employer review.– Receive, review, adjudicate, and process participant claims in accordance with IRS rules and plan provisions.– Provide timely processing of claims and clear communications regarding claim determinations.– Debit card services.– Administer participant commuter elections and changes.– Manage participant balances, forfeitures, and rollover provisions.– Provide dedicated customer service support to participant and employer via telephone, email, and online services.– Provide standard and ad hoc reports, including enrollment, contribution, claims activity, and financial summaries.– Provide secure web–based portals for employer and participant access.– Provide participant communication materials, including enrollment guides, educational materials, and compliance notices.– Provide implementation planning, including timelines and data migration and testing.(2) A pre–bid meeting will be held on June 15, 2026.
