Administrative Services for COBRA, Flexible Spending Accounts and Health Savings Accounts

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The purpose of this Request for Proposals (RFP) is to establish a contract with a qualified Contractor(s) to administer the City’s Consolidated Omnibus Budget Reconciliation Act (COBRA) continuation coverage, flexible spending accounts (FSA) and health savings accounts (HSA) programs for active employees and COBRA continuants.
