(1) Vendor needs to provide cloud–based integrated civic operations and community development software. – Provide a citywide software solution structured around a required base procurement and clearly identified optional modules and phased components.– Requires reliable GIS integration that allows users to create tailored map views, filter records, visualize permits, code cases, inspections, parcels, addresses, and other location–based records, and navigate related location–based information.– Primary GIS environment and source of truth for GIS data unless otherwise approved by the city.– Required base procurement shall focus on high–priority community development and resident–facing functions.– Including planning and building permit application intake, planning and building permit workflow, code enforcement, inspections, online payments, public portal functionality, workflow routing, reporting, and the core integrations necessary to support these functions.– Optional modules or later phases may address work orders and service requests, recreation or activity permitting, advanced AI capabilities, and other enterprise functions that are separately priced and sequenced.– Be restful and use standard data formats such as JSON.– Include full documentation and developer support resources.– Provide webhooks or event–driven notifications where applicable.– Implement standardized HTTP status codes with consistent error response formats including error codes, messages, and troubleshooting details.– Improve internal workflow and administration.– Improve system and data integration. Offer a stable, secure, and reliable permitting and code enforcement fee payment system.– Field–based interfaces and data collection.– Provide reporting, querying, and data access.– Cloud–based storage and hosting.(2) All the questions must be submitted no later than June 29, 2026.
