(1) Vendor needs to provide plan review and project management software. – Provide Plan Review and Project Management Electronic Software system. This software must be designed to have a clean and efficient interface for all users.• Must support concurrent multi–department review without sequential bottlenecks.• Must allow Town administrative users to independently create, modify, and deploy workflows, templates, routing logic, deadlines, and notification rules without vendor intervention or additional cost.• Must allow administrative override and reassignment of tasks without disrupting project workflow history.• Must allow custom letters and permits to accomplish plan review steps and approval where appropriate without additional costs.• Must support Town–level review while Fairfax County retains building permit issuance.• Must allow administrative control of deadlines including holiday and other exclusions.• Must support plan revisions without requiring a re–creating the application record or the creation of a new record.• Must allow internal notes separate from applicant–visible comments.– Software Features:1. Electronic plan review using the latest versions of Bluebeam Software or equivalent PDF editing software2. Scalability and flexibility to accommodate the wide range of application and plan types3. Cloud–based document sharing and management4. Ability to upload various types of file types including but not necessarily limited to PDF, jpeg, and GIS data5. Mobile app access for mobile platforms6. Security Scanning and mitigation from Malware or viruses7. Disaster Recovery Plan to recover data8. Electronic stamping of a single page, multiple pages within a range, and/or all pages within a plan set using stamps that are secure, user–defined, and customizable but cannot be copied or manipulated post–approval– Administration1. Flexibility for Town staff to create and administer various types of workflows for different types of plans and projects2. Allow for concurrent plan review by multiple reviewers3. Allow different review deadlines for different submissions, workflows, and reviewers– Inspections1. Ability of staff to set up, track, and manage a broad range of inspection types2. Applicant setup and track inspection requests3. Ability to delete inspections added in error– Communication, Reporting, and Access1. Create comment letters and reviewer plan markups2. Ability to control access to users and allow users to grant access to their projects3. Reporting capabilities that allow for running detailed reports for monthly and or yearly budgeting and analysis4.
