Statement of Purpose The Scranton School District (the “District”) is soliciting proposals from qualified licensed full service law firms to represent the district for general issues related to District operations. This would include, but not be limited to; interpretation of the Public School Code of 1949 and amendments; review of individual employee contracts; create and review vendor contracts; evaluate real estate transactions; review and recommendations related to charter school law and applications; review of compliance issues affecting the district; review of policies to be adopted by the Board; review of students’ rights issues; compliance with federal laws regarding Title grants and programs; the enforcement of Roberts Rules of Order at public Board meetings; all contract and labor negotiations for collective bargaining, grievance adjudications; interim memoranda of understanding; and Department of Labor Issues. The engagement would not include activities related to Special Education issues, these areas will be addressed in a separate contract. The selected law firm would begin the assignment in July, 2025 and continue until June 30, 2028 or until the Board appoints a successor.
