(1) Vendor needs to provide emergency and mass notification system.• Agency looking for an emergency/mass notification service that can meet our needs during a crisis, but that also fits seamlessly into the City’s overall communication strategy– Basic System Functions• Cloud (hosted) solution with remote access for administrators• Provide secure, private and PCI Level 1 compliant storage of customer payment information completely outside of the agency Information Systems• Unlimited number of subscriber groups, for both employees and constituents, that can be set up based on criteria such as work/home/school location, professional rank, and department. Have the ability to label or group users.• Voice, SMS text, and email alerts at a minimum, as well as push notifications and other types of alerts as applicable.• Ability to pre–record and upload separate voice fi les to be sent out as message• Text to Keyword functionality – with the ability to create multiple keywords.• Multi–lingual alerts including but not limited to English, Spanish, traditional and simplified Chinese, Haitian Creole, Cape Verdean Creole, Vietnamese, Portuguese (Brazil), Russian, Arabic, French, Somali, and American Sign Language• The tool and messages should be compatible with all commonly–used web browsers, including those used on tablets or mobile devices.– The tool ideally should be able to be rendered on a tablet or mobile device without any need to install or download additional items• Functionality– Simple registration process for constituents via web, mobile app, or text, including the ability to subscribe with phone or SMS only and with no password or email required– Automatic updates on social media accounts (Twitter and Facebook)– Ability to reach users in a specifi c area with a tailored message, i.e. through geofencing– Ability to accommodate a minimum of 100 system administrators and 700,000 subscribers– Multi–channel communication such as computer desktop alerts, public address alerts, etc.(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 10, 2026
