Description

This solicitation outlines the duties required of the chemical supplier (Supplier) for supplying carbon dioxide and maintain the carbon dioxide systems to West Basin’s satellite facilities: the Chevron Nitrification Treatment Plant (CNTP/Chevron), Torrance Refinery Water Recycling Plant (TRWRP), and Juanita Millender-McDonald Carson Regional Water Recycling Plant (JMMCRWRP). These facilities are also operated by Veolia and provide supplemental treatment required by some industrial users. Carbon dioxide is used to add alkalinity to the recycled water to ensure efficient removal of ammonia in the nitrification treatment process so the product water can be used for specific industrial purposes. 1. Supply and Delivery The chemical supplier is responsible to supply and deliver carbon dioxide orders as requested by Veolia. The estimated daily use of the Carbon Dioxide at the various facilities for the contract period is shown in the following table. These figures are not guaranteed. On-call and Emergency Repairs of Refrigerant System The Supplier shall provide on-call and emergency repairs, as requested, to the refrigeration system of the carbon dioxide system. The supplier shall take precautions to minimize any disruption of the carbon dioxide treatment production while performing repairs. In addition, the supplier is responsible for safely performing all repair activities to assure the safety of all personnel. The Supplier shall provide West Basin with a price quote for any and all repairs and shall obtain written authorization from West Basin or his/her designee before the commencement of the repair work. Before work is initiated, West Basin may need to coordinate agreements with the original General Contractor(s) to ensure an uninterrupted warranty. If the Supplier is unable to obtain authorization or if replacement parts are unavailable at the time the Supplier is to commence repair work, the Supplier shall reassemble the equipment to its original condition until authorization or parts can be obtained. The Supplier shall make every effort to complete the authorized repairs as soon as practicable. In the event of a failure in the refrigeration system that may results in an interruption of the carbon dioxide production, the Supplier shall respond on-site to the West Basin facility within 4 hours after emergency notification by West Basin/Veolia. The Supplier shall provide temporary provisions where necessary, and make repairs in a timely manner to resume carbon dioxide production.
