Woodville Phase 1A Septic to Sewer Project

Leon County is seeking the services of a qualified licensed contractor to perform Septic to Sewer conversion in Woodville Rural Community Area. The project is in the northern neighborhoods of Woodville, which is immediately south of Tallahassee in Leon County Florida. The Woodville Rural Community Sewer Project -Phase 1A is the first construction phase of a four-phased central sanitary sewer system within the northern neighborhood of the Woodville Rural Community. This project is the Woodville main service area so it contains the larger (up to 15 inch) deeper main interceptor sewer, the project master pump station and master force main (approximately 3-mile long force main (up to 10 inch). The general scope of services for the work will include, but not be limited to furnishing of all labor, equipment and materials for construction of a master pump station, master force main, grinder pumps, and new gravity sewers main pipes and associated service laterals with cleanouts, force mains, concrete manholes in the existing public road right of ways or utility easements and roadway reconstruction or restoration. The Woodville Master Pump Station and Force Main connection to the existing City of Tallahassee sewage collection system location is at the Marpan Industrial Park. Also, performing residential and commercial sewer lateral connections using 4-inch and 6-inch PVC pipe and drinking water service connections throughout the confines of the Phase 1A Project Area. Upon connecting these new sewers to residential or commercial lots, their existing septic tanks & drain fields shall be pumped out, collapsed, backfilled, and abandoned in-place, to include some with drinking water connections and related drinking water well abandonment. All existing road and storm structures that are removed for sewer lines shall be replaced and the road surfaces restored by resurfacing. All disturbed unpaved land shall be re-graded, sodded and watered to establish growth. This Woodville area is known for Karst geological conditions which includes challenging limestone and sinkhole opportunities in this construction, so Contractors should make themselves aware of these subsurface conditions. Work includes coordination with City Utilities, County Building Officials, permit agencies, testing labs, etc. All work shall be performed in accordance with the contract document construction plans & specifications developed by Infrastructure Solution Services. A detailed listing of pay items and quantities to be completed for this Project is provided on the Bid Form Sheets in the Attachment section of the solicitation. The primary contractor or the subcontractor doing the work shall be licensed by the State of Florida as a Licensed Underground Utility and Excavation Contractor. It is the intention of the County to award this bid based on total project cost to the lowest responsible and responsive vendor.
