The Federal Government of Somalia (FGS) has received financing from the World Bank toward the cost of implementing the “Somalia Food Systems Resilience Project (FSRP)” and intends to apply part of the proceeds toward payments under the “Procurement of hand-walking tractors for vulnerable small-scale farmers”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Ministry of Agriculture and Irrigation (MoAI) of Galmudug state now invites sealed Bids from eligible Bidders for the Procurement of hand-walking tractors for vulnerable small-scale farmers as per details given below: Item Description of Good* Qty (in Nos.) Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. The bidding documents in English may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below. 6. Bids must be delivered to the address below on or before 11:30 a.m. Somalia time , on the date 23th June, 2026 . Electronic submission of bids will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and any interested parties who choose to attend at 11:30 a.m. Somalia time, on the same date as that of the Bid Submission deadline. 7. All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms . 8.
