REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Federal Democratic Republic of Ethiopia Ethiopia Flood Management Project (E-FMP) Grant No. E124-Et Assignment Title : Consultancy Services for the Design, Development, and Operationalization of Impact-Based Flood Forecasting and Early Warning Systems (IBFFEWS) in Ethiopia’s Priority River Basins Reference No .: ET-MOWE-411802-CS-QCBS The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of the Consultancy Services for the Design, Development, and Operationalization of Impact-Based Flood Forecasting and Early Warning Systems (IBFFEWS) in Ethiopia’s Priority River Basins. GENERAL OBJECTIVES: - To design,develop, and operationalize impact-based fluvial and flash flood forecasting and early warning systems for the three priority river basins in Ethiopia, in line with WMO IBF-EWS principles and World Bank good practice. SPECIFIC OBJECTIVES: - • Implement operational fluvial flood forecasting systems using water-level-to-water-level (WL2WL) and hydrological modeling approaches, including model calibration, validation, and performance assessment; • Develop and operationalize an Extreme Rainfall Alert (ERA) system for flash flood early warning; • Integrate meteorological, hydrological, and exposure data into a unified IBF-FEWS platform; • Define impact-based warning thresholds, products, and response guidance; • Strengthen institutional coordination, operational capacity, and sustainability of flood early warning services. SCOPE OF SERVICES : The consultancy comprises nine interrelated tasks, consistent with the upstream the HR Wallingford recommendations. Task 1: Inception, Review of Upstream Design, and User Needs Assessment Task 2: Development and Implementation of Fluvial Flood Forecasting Systems Task 3: Implementation of Extreme Rainfall Alert (ERA) System Task 4: Warning Criteria, Content, and Dissemination Task 5: System Integration, ICT Architecture, and Data Management Task 6: End-to-End Testing and User Acceptance Task 7: Capacity Building and Knowledge Transfer Task 8: Operation, Maintenance, and Warranty Support Task 9: Project Management and Reporting DURATION : Total Consultancy Duration of 18 months. The estimated person month of the assignment is 86 Person–Month DETAIL TOR ATTACHED: The detailed Terms of Reference (TOR) for the assignment can be found at https://mowe.gov.et/en/resource_types/tor. The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. THE MAJOR SHORTLISTING CRITERIA ARE: Firm’s Core business and years in business Relevant experience of the consulting firm in the field of the assignment Technical and managerial capability of the firm. Number and qualification of professional staff of the firm. Not the number and qualification of key Experts proposed for the assignment as they will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Nov 2020 updated in September 2023. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours from 9:00 am to 12:00 am and 2:00 pm to 5:00 pm from Monday to Friday (excluding holidays).
