Construction Manager at Risk (CMAR) for Fire Station No 3 Rebuild Project

Description

It is the City of Tucson’s intention to request statement of qualifications for a Construction Manager at Risk (CM@R) for the design phase assistance and complete construction services for the new Fire Station No. 3 to be located at 24 N. Norris Ave., Tucson, Arizona 85701. The CM@R team will be required to closely work together with the Architect and COT. The design and construction teams will be responsible to define, monitor and stay within the project budget and schedule. The budget is set for this project and additional funds are not available. The CM@R contractor for the project will ensure the team is adhering to the project schedule and will be responsible to provide continuous cost and constructability alternatives throughout the design and construction process. The CM@R firm will engage in an active role during the pre-construction services and serve as the General Contractor for the construction of the project. At some point prior to construction, the CM@R will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. GMP means the sum of the maximum cost of the work; the CM@R’s construction fee; general conditions fee; taxes, bonds, insurance costs; and bid contingency as proposed and approved pursuant to Article V of the CM@R Standard Terms & Conditions contained herein. The approved GMP will be made part of the Construction Services Agreement by executing an amendment or additional amendments for phased construction. The CM@R will be responsible for construction means and methods, and may be required to solicit bids from pre-qualified subcontractors to perform the work. SBE Program requirements are applicable to this project. A. Pre-construction Phase Services by the CM@R may include, but not limited to the following: • Team building/partnering • Management plans • Value analysis/engineering • Constructability reviews • Cost Model/Budget • Schedules Reviews • Estimating/Price/GMP • Bid package strategy (subcontracting, SBE compliance) • Ordering of long lead-time materials B. Construction Phase Services by the CM@R may include, but not limited to the following: • Construction of new Fire Station in accordance with accepted design documents • Team management/coordination • Critical Path Scheduling • Meeting minutes during design and construction • Processes submittals in a timely manner • Cost controls/change order management • Subcontracting • Field management • Quality Control/Testing • Safety program • Project close out/warranty period services Attachments included in this solicitation include: A.
