(1) Vendor needs to provide on demand mobility rideshare solution.• Computer or smartphone–based application for users over 18, along with a secure electronic payment platform.• Provide a communications system that maintains constant communication with drivers while in service.• Maintain and provide reports on service feedback, including a web–based portal for compliments and complaints.• Software should include a shared–ride batching algorithm that matches requesting passengers to available drivers.• A web–based administrative console to manage trip reservations and access driver and rider data.• An interface to schedule call–in reservations in real time or in advance on a PC is desired.• After booking, the system should continue to calculate and provide updated ETA information to riders until the time of pick up.• The ability to calculate the price of the trip to the rider upon trip request and before final trip confirmation is made.• The system should allow discounts to be applied based on the program subsidy parameters, which allow agency to subsidize up to half the cost of each qualifying trip up to a total of fifteen dollars, up to fifteen trips per month.• The platform shall have a map–based user interface and shall display real–time vehicle location, vehicle load, schedule adherence, driver status, and vehicle status.• The software shall provide replay controls to view the entire sequence of reported locations for a given time frame.• The platform shall enable automated itinerary creation for each day, taking into consideration the recurring trip bookings and scheduled trips. The system shall optimize for the least distance and travel time, based on the street network segment parameters stored in the system.• The system shall be capable of continuous routing and itinerary optimization to improve efficiency.• The system must provide a smartphone rider app that allows passengers, at a minimum, to request trips in real time for service operated by third–party contractors supporting the vendor, as well as for services operated by taxi and partner vehicles.• The system must provide a driver app that automatically dispatches trips (booked through the rider app) to a specific vehicle.• Audio and visual directions for drivers to perform pickup and drop–off for riders.(2) All question must be submitted no later than July 14, 2026.(3) A contract period will be for five years.
