Mobility-on-Demand (MOD) Services

The County of Volusia (dba as Votran) seeks to secure a qualified and experienced firm (Contractor) to deploy mobility-on-demand (MOD) services, also known as microtransit services, within defined areas of Volusia County. A MOD concept of operations, operating requirements, and two MOD zones were defined through a previous effort and are programmed to become operational through this procurement. The Contractor is responsible for providing a turnkey transportation-as-a-service (TaaS) solution. This includes the software-as-a-service (SaaS) platform and user application, system set-up, hardware installation, training, vehicles, drivers and other on-going support services and staff to facilitate the MOD service deployment and operations on behalf of Votran as a new Votran service. Customers (existing transit riders and the general-public) will use the SaaS platform application to plan, book, pay for, and execute their trip, including connections to fixed route service. Votran will use the platform to monitor and manage trip delivery, collect data, and generate planning and management reports. The MOD service will be fully compliant with the American with Disabilities Act (ADA) of 1990, as amended, serve the general-public, and serve persons certified eligible for ADA services who elect to us MOD for their mobility service. The Contractor shall support the deployment of shared-ride MOD service in the defined MOD zones. The deployment shall be accomplished over a phased period to be determined by Votran. The deployment may include additional MOD zones if authorized by Votran through subsequent amendment(s) to the resulting agreement of this procurement.
