(1) Vendor needs to provide workforce staffing model assessments services to the government authority located in Salt Lake, UT.– Provide professional consulting services to develop, validate, and implement comprehensive workforce staffing models to support multimodal transit operations.– Assist the Agency in developing and standardizing workforce staffing models for operations and fleet maintenance functions, ensuring staffing strategies support safety, regulatory compliance, service reliability, and operational efficiency.– Conduct a comprehensive review of current transit operations and fleet maintenance functions– Establish standard staffing and labor hour assumptions by mode, service design, fleet type, and maintenance category.– Analyze productivity factors across operations and maintenance, including platform time, tool time, indirect labor, training, meetings, and travel or recovery time.– Develop transparent, formula–based staffing models covering operations and fleet maintenance functions– Benchmarking & Industry Comparison– Financial Impact Analysis– Implementation Strategy– Executive Reporting & Knowledge Transfer(2) All questions must be submitted no later than July 7, 2026.
