(1) Vendor needs to provide operational efficiency study services to the government authority located in Westborough, MA.– Assessment and analysis of opportunities for ways to increase efficiency and effectiveness and recommendations that may improve operations and delivery of services.– Stakeholder engagement.– Facilitate collaborative discussions between town and school departments.– Data collection and review.– Analyze staffing, organizational structures, and service delivery models.– Identify similar municipalities and school systems.– Operational analysis.– Assess financial management and budget alignment compared to best practices.– Shared services analysis: Identify and evaluate opportunities for shared or consolidated services.– Scenario development.– Include cost–benefit analysis and implementation considerations.– Develop multiple operational models (status quo, moderate integration, expanded shared services).– Develop actionable recommendations that support long–term sustainability.– Improve efficiency and effectiveness of service delivery.– Identify shared services and resource optimization opportunities.(2) All questions must be submitted no later than July 10,2026.
