Civic Center Solar Project (CIP No. 8334)

The City of Vista (City), is soliciting proposals from qualified design/build entities (DB) for the Civic Center Solar Project (CIP 8334) (Project). The selected DB will provide the City with design and construction services for the project. This Request for Proposals (RFP) includes a description of the project, proposal requirements, criteria for selection, and scope of services to be provided by prospective DBs. The selected DB must provide a design/build team (DBT) for the Project comprised of professional engineers, architects and sub-consultants and sub-contractors. All DBT members must be licensed/registered in the State of California under their respective professions. Interested DBs shall review and utilize the data provided in this RFP and Appendices, the Mandatory Pre-Submittal Site Walk, previous relevant work, and additional resources during the proposal phase, to determine the necessary level of effort required for the Project. This project will use the “Progressive” design/build delivery method. The project will be delivered in two distinct phases, design and pre-construction (Phase 1), and construction (Phase 2). The Guaranteed Maximum Price (GMP) and schedule will be established after the project has been sufficiently designed, working in collaboration with the City, to meet the project’s goals. The City shall maintain control over design definition. The contract will be established on a cost-plus-fee basis, with a GMP. The contract will require full transparency into the DB’s cost, including an ability to be involved in subcontractor procurement and best value selection of subcontractors. The contract will be structured so that all savings are returned to the City.
