Specific Procurement Notice Request for Bids Works (Two-envelope Bidding Process Without Prequalification) Employer: National Recovery Program Bureau (NRPB) Project: Sint Maarten Wastewater Management Program (SWMP) Contract title: Works for Private Household Connections to Municipal Sewer Collection Network – Lots 1, 2 and 3 Country: Sint Maarten Loan No. /Credit No. / Grant No.: TF-C5700 RFB No: SX-NRPB-507643-CW-RFB-1, Lot 1 to 3 Issued on: 22 May 2026 The Government of Sint Maarten has received financing from the World Bank toward the cost of the Sint Maarten Wastewater Management Project and intends to apply part of the proceeds toward payments under the contract for Works for Private Household Connections to Municipal Sewer Collection Network – Lots 1, 2 and 3. The National Recovery Program Bureau now invites sealed Bids from eligible Bidders for Works for Private Household Connections to Municipal Sewer Collection Network – Lots 1, 2 and 3. The purpose of this works contract(s) is to build private house connections to connect to the sewerage network. The procurement is for engaging qualified and experienced construction company(s) (the Contractor(s)) to undertake the installation of approximately 1,500 private house connections to the sewerage network, ensuring quality workmanship, adherence to standards, and timely execution. Lot 1: Works for Private Household Connections to Municipal Sewer Collection Network – in Betty’s estate and Retreat estate, about 202 connections Lot 2: Works for Private Household Connections to Municipal Sewer Collection Network – in Reward, about 230 connections Lot 3: Works for Private Household Connections to Municipal Sewer Collection Network – in St. Peter, about 1022 connections The scope of works consists of construction of the private house connections to the sewerage system and demolition of septic tanks, and restoration of all affected elements of private property and urban infrastructure. The intended date for Completion of the whole of the works shall be June 2028. The key qualification requirements are: a. Lot 1: Works for Private Household Connections to Municipal Sewer Collection Network – in Betty’s estate and Retreat estate i. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD 100,000 for the subject contract net of the Bidders other contractual commitments ii. Minimum average annual construction turnover of USD 825,000, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years. iii. A minimum number of 3 similar contracts each of minimum value USD 330,000 OR less than or equal to 3 contracts, each of minimum value USD 330,000, but with total value of all contracts equal or more than 3 x USD 330,000, that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or Subcontractor between 1st January 2018 and bid submission deadline. The similarity of the contracts shall be based on the following: a) regional experience – contracts in Sint Maarten of the Caribbean region, b) number of house connections installed under each contract, c) any additional experience in plumbing works of residential and commercial establishments. iv. For the above and any other contracts [substantially completed and under implementation] as prime contractor, joint venture member, or sub-contractor between 1st January 2018 and bid submission deadline, a minimum construction experience in the following key activities successfully completed: a) Trench excavation gravity sewer installation & backfilling – 100 linear meters per month or more, b) Days taken per house connection - 3 or less (minimum deployment of 2 teams or crews) v. For contracts [substantially completed and under implementation] as prime contractor, joint venture member, or Subcontractor between 1st January 2018 and bid submission deadline, experience in managing ES risks and impacts in the following aspects: Having a system for assessing Occupational Health & Safety risks, proposing and implementing appropriate control measures. b. Lot 2: Works for Private Household Connections to Municipal Sewer Collection Network – in Reward estate i. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD 125,000 for the subject contract net of the Bidders other contractual commitments ii. Minimum average annual construction turnover of USD 900,000, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years iii. A minimum number of 3 similar contracts each of minimum value USD 360,000 OR less than or equal to 3 contracts, each of minimum value USD 360,000, but with total value of all contracts equal or more than 3 x USD 360,000, that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or Subcontractor between 1st January 2018 and bid submission deadline. The similarity of the contracts shall be based on the following: a) regional experience – contracts in Sint Maarten of the Caribbean region, b) number of house connections installed under each contract, c) any additional experience in plumbing works of residential and commercial establishments. iv. For the above and any other contracts [substantially completed and under implementation] as prime contractor, joint venture member, or sub-contractor between 1st January 2018 and bid submission deadline, a minimum construction experience in the following key activities successfully completed: a) Trench excavation gravity sewer installation & backfilling – 110 linear meters per month or more, b) Days taken per house connection - 3 or less (minimum deployment of 2 teams or crews) v. For contracts [substantially completed and under implementation] as prime contractor, joint venture member, or Subcontractor between 1st January 2018 and bid submission deadline, experience in managing ES risks and impacts in the following aspects: Having a system for assessing Occupational Health & Safety risks, proposing and implementing appropriate control measures. c. Lot 3: Works for Private Household Connections to Municipal Sewer Collection Network – in St. Peter i. The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD 450,000 for the subject contract net of the Bidders other contractual commitments ii. Minimum average annual construction turnover of USD 4,400,000, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years iii. A minimum number of 3 similar contracts each of minimum value USD 1,750,000 OR less than or equal to 3 contracts, each of minimum value USD 1,750,000, but with total value of all contracts equal or more than 3 x USD 1,750,000, that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or Subcontractor between 1st January 2018 and bid submission deadline. The similarity of the contracts shall be based on the following: a) regional experience – contracts in Sint Maarten of the Caribbean region, b) number of house connections installed under each contract, c) any additional experience in plumbing works of residential and commercial establishments. iv. For the above and any other contracts [substantially completed and under implementation] as prime contractor, joint venture member, or sub-contractor between 1st January 2018 and bid submission deadline, a minimum construction experience in the following key activities successfully completed: a) Trench excavation gravity sewer installation & backfilling – 487 linear meters per month or more, b) Days taken per house connection - 3 or less (minimum deployment of 5 teams or crews) v. For contracts [substantially completed and under implementation] as prime contractor, joint venture member, or Subcontractor between 1st January 2018 and bid submission deadline, experience in managing ES risks and impacts in the following aspects: Having a system for assessing Occupational Health & Safety risks, proposing and implementing appropriate control measures. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing”, Fourth Edition November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Eligible Bidders may bid for a Lot or for all Lots, or for a combination of Lots. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40% and for Bid cost: 60%. The evaluation of Bids will be undertaken Lot wise.
