Wastewater Project Management

The Hill Canyon Treatment Plant ("HCTP"), which treats the wastewater of Thousand Oaks, was constructed in the 1960s with major improvements over the following decades providing tertiary level wastewater treatment. As part of the operation of the City’s Wastewater Collection System, and HCTP, there are annual projects that require internal or external engineering support. Projects range in size from simple engineering solutions to complex projects, requiring the solicitation and management of professional service contracts with consultants for the design phase, and bid advertisements and contract awards for the construction phase. The City seeks professional engineering services from a qualified and experienced consulting firm to serve as a program manager (on as-needed basis) for the City’s Wastewater and Hill Canyon Treatment Plant (HCTP) Capital and /or Maintenance Improvement projects (CI or MI projects). Such services shall include but not be limited to: aiding the City’s in-house team to design and prepare projects’ construction contract documents; coordination with Wastewater staff and City engineering staff; research/review and condition assessments; project scope developments; preparation of Requests For Proposals (RFP’s) and bid packages; management of City retained professional consulting firms or contractors in regards to deliverables, setting and monitoring schedule and budget milestones, review of invoicing/progress pay estimates, design approach, and work progress; and overall quality assurance and engineering for Wastewater projects
