Vendor needs to provide planning and practice suite of applications.           – A vendor that can operate as a strategic development partner, delivering a scalable, extensible, and maintainable mobile application that supports current needs and establishes a foundation.– A strategic digital engineering partner to design, develop, implement, and support the next generation of the agency mobile application platform. – Pursuing a long–term digital front door strategy focused on improving patient access, engagement, navigation, personalization, and continuity of care through a unified enterprise mobile experience.– Vendor will serve as a strategic services–based development partner responsible for delivering a custom–built, API–driven mobile application ecosystem that aligns with agency long–term digital transformation objectives.• Support long–term architectural flexibility and extensibility• Enable agency ownership of source code, integrations, data models, and user experience assets• Minimize proprietary dependencies and vendor lock–in• Support modular enhancement and phased expansion over time• Integrate securely with enterprise healthcare systems and APIs• Provide a scalable operational foundation capable of supporting enterprise–scale adoption and future digital services• Patient Access and Navigation• Personalized Digital Experience• Enterprise Scalability and Flexibility• Operational Sustainability• Ownership and Vendor Independence• Application– Native or cross–platform mobile applications for iOS and Android– Backend services, APIs, and integration components– Configured integrations with agency–owned systems and approved third–party services– Production–ready application builds and deployment artifacts– App Store and Google Play deployment support– Production launch support and stabilization services• UX/UI & Design(2) All questions must be submitted no later than July 24, 2026.(3) The contract period will be three years.
