Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Supply and Delivery of Advanced Low Voltage Current Transformer-operated Energy Meters and 22/33KV Medium Voltage Current- Transformer High Security Energy Metering Solutions RFB No: LR-LEC-556250-GO-RFB Project: Liberia Electricity Sector Strengthening and Access Project (LESSAP II) Purchaser : Liberia Electricity Corporation Country: Liberia Issued on: July 17, 2026 The Government of Liberia has received financing from the World Bank toward the cost of the Liberia Electricity Sector Strengthening and Access Project 2(LESSAP 2) and intends to apply part of the proceeds toward payments under the Contract Supply and Delivery of Low Voltage Current Transformer-operated Energy Meters and 22/33KV Medium Voltage Current- Transformer High Security Energy Metering Solutions for the Liberia Electricity Corporation (LEC). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Liberia Electricity Corporation through the LESSAP PIU, now invites sealed Bids from eligible Bidders for the Supply and Delivery of Low Voltage Current Transformer-operated Energy Meters and 22/33KV Medium Voltage Current- Transformer High Security Energy Metering Solutions for the Liberia Electricity Corporation (LEC) to be completed within a period of 4-6 months. The Request for Bid is) comprising of two lots is as follows: Lot Brief Description Unit of Measure Quantity Lot-1 LV CT METERS Pcs 210 Lot-2 MV CT METERS Pcs 27 3.Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh edition “Procurement Regulations, September 2025 and is open to all eligible Bidders as defined in the Procurement Regulations. 4.Interested eligible Bidders may obtain further information from and inspect the bidding documents at the offices indicated below, during working hours from Monday to Friday 9am-5pm GMT. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): Fifty percent (50 %)) and for Bid cost: Fifty percent (50 %). 6.The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Hundred United States Dollars (USD 200.00). The method of payment will be a direct payment into Liberia Electricity Corporation Cash EPP No: 6102081352 , (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA LTD and submitting the payment advice as evidence to collect the Bid Documents. The bidding documents will be sent to the applicant electronically. 7.Bids must be delivered to the address below on or before 10.00am GMT August 31, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address at 10.00am GMT August 31, 2026, in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8.All bids must be accompanied by a Bid Security of United States Dollars Twenty Five Thousand (USD 25,000.00). 9.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.The address(es) referred to above are.
