Notice of Intended Single / Sole Source Purchase - SwiftGov for AI Plan Review, Land Development Code Modernization, and Smart PreCheck Platform Services

The description of services intended for purchase from a Single Source is posted in accordance with section 287.057(3)(c), Florida Statutes and will be posted for a minimum of 7 business days. This is a Notice for a Sole Source Source designation for Clay County Board of County Commissioners. Commodity or Service Required: Modernization of Clay County's development services through an integrated artificial intelligence platform that accelerates plan review, supports ongoing land development code and validates development applications against spatial constraints prior to formal intake. Justification for Single/Sole Source Acquisition: Quantum Partners LLC d/b/a SwiftGov is the developer, owner and licensor of the proprietary AI-native platform that performs the services and the methodologies used to digitize land development codes into machine-readable rulesets, generate AI-assisted compliance findings and integrate ongoing code modernization with live plan review activity. Recommended Procurement Approach: For the reason stated above, Clay County Purchasing Department intends to utilize the Sole Source Procurement method to contract with Quantum Partners LLC d/b/a SwiftGov for supplying the above.
