RFP 25-006 Spanish Language Proficiency Program

The Bridgeton Board of Education is requesting proposals from companies that provides a program to identify the Spanish language proficiency of newcomers and immigrant students. B. SCOPE OF SERVICE The chosen agency shall provide a systematic blended model program designed to identify the Spanish language proficiency of Bilingual students (newcomers and immigrant), as well as an embedded academic component. The program must provide teachers and administrators the flexibility to administer the assessment using a paper version or electronically based on the technological proficiency of the students. The program will be used as one of the main variables to identify the Spanish language proficiency of newcomers and immigrant students in order to accurately pace students and monitor their progress. The assessments must use authentic, appropriate and standard Spanish, which will ensure proper evaluation of students. The program must measure the “Four Domains of Language”, and emphasize the following components: Reading Comprehension Interpretation Skills Making Connections Writing Phonemic and Phonological Awareness Vocabulary Development Text Fluency The program needs to be adaptable to assess the proficiency of students in Grades 3-8 as the main cluster, but also K-2 and 9 to 12, if possible. The program must be able to assess the proficiency level of students functioning at different academic levels. The company must be able to grade the online/computer assessments. The program/company must be based on current scientific research, and aligned to the WIDA Spanish Standard or any other recognized guidelines. The program must offer teachers the opportunity to print resources.
