A. PURPOSE General Description: The Bridgeton Board of Education is requesting proposals from companies that provide oral language and literacy phonics programs, which offer support and scaffolding specific to Bilingual, Dual Language and High-Intensity ESL students in grades K-8, whose first language is Spanish. Scope: We are seeking an organization/company able to provide a systematic phonological program specifically designed for Bilingual students in grades K-8 learning to read in Spanish, but also help students improve comprehension and interpretation skills in the four domains of language, in both Spanish and English. The program must address the New Jersey Learning Standards, provide digital adaptive differentiated instruction for students functioning on different academic levels, as well as the ability to print materials to do in school and at home. B. SCOPE OF SERVICE Program accelerates Spanish Language acquisition and literacy learning. Program uses a syllabic and authentic approach. It can be a traditional or innovative syllabic approach. Program uses a systematic phonological method to teach students learning to read in Spanish. Program must be effective in improving phonemic awareness. It must instruct direct instruction in phonics, decoding, and reading to improve comprehension and interpretation skills. Program provides teachers with decoding strategies, visual and manipulatives, which improve differentiated instruction. Program is based on current scientific research, Common Core State Standards, New Jersey Learning Standards and provide for differentiated instruction for students functioning on different academic levels. The program must also improve the comprehension and interpretation skills of Bilingual students. Although the main focus of the program will be to improve Spanish language acquisition and literacy learning, it must also have an equivalent English component. The program must be effective in the “Four Domains of Language”, and emphasize the following components: Phonemic and Phonological Awareness Vocabulary Development Text Fluency Reading Comprehension Interpretation Skills Making Connections Writing The program must adapt to meet the needs of the students. Besides the computer software component, program provides teachers with additional resources, which would improve differentiated instruction for students functioning on different academic levels. C. QUALIFICATIONS OF RESPONDENTS Each respondent shall provide a detailed narrative demonstrating their knowledge and experience in using a systematic phonological method to teach students learning to read in Spanish. The respondent shall have demonstrated experience working with school districts in New Jersey providing the type of services requested in this RFP.
