The program must address the New Jersey Learning Standards, </span>provide digital adaptive differentiated instruction for students functioning on different academic levels, as well as the ability to print materials to do in school and at home.<span style=\"font-size: 13.5pt; color: gray;\"> </span></p><p style=\"margin: 0in 0in 0in 13.7pt; font-size: 11pt;\"><span>&nbsp;</span></p><p style=\"margin: 0in 0in 0in 13.5pt; line-height: 200%; font-size: 11pt;\"><strong><span>B.&nbsp; <u>SCOPE OF SERVICE</u></span></strong></p><ol style=\"margin-bottom: 0in; margin-top: 0px;\"><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Program accelerates Spanish Language acquisition and literacy learning.</span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Program uses a syllabic and authentic approach.&nbsp; It can be a traditional or innovative syllabic approach.</span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Program uses a systematic phonological method to teach students learning to read in Spanish.</span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Program must be effective in improving phonemic awareness.&nbsp; It must instruct direct instruction in phonics, decoding, and reading to improve comprehension and interpretation skills.</span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Program provides teachers with decoding strategies, visual and manipulatives, which improve differentiated instruction.</span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Program is based on current scientific research, Common Core State Standards, New Jersey Learning Standards and provide for differentiated instruction for students functioning on different academic levels. </span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>The program must also improve the comprehension and interpretation skills of Bilingual students.</span></li><li style=\"margin: 0in 0in 0in 24px; font-size: 11pt;\"><span>Although the main focus of the program will be to improve Spanish language acquisition and literacy learning, it must also have an equivalent English component.</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">The program must be effective in the &ldquo;Four Domains of Language&rdquo;, and emphasize the following components:</span></li></ol><ol style=\"list-style-type: lower-alpha; margin-bottom: 0in; margin-top: 0px;\"><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Phonemic and Phonological Awareness</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Vocabulary Development</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Text Fluency</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Reading Comprehension</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Interpretation Skills</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Making Connections</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Writing</span></li></ol><ol style=\"margin-bottom: 0in; margin-top: 0px;\" start=\"10\"><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">The program must adapt to meet the needs of the students.</span></li><li style=\"margin-right: 0in; font-size: 12pt;\"><span style=\"font-size: 11.0pt; color: black;\">Besides the computer software component, program provides teachers with additional resources, which would improve differentiated instruction for students functioning on different academic levels.</span></li></ol><p style=\"margin: 0in 0in 0in 0.5in; text-indent: -0.25in; font-size: 11pt;\"><span>&nbsp;</span></p><p style=\"margin: 0in 0in 0in 13.5pt; line-height: 200%; font-size: 11pt;\"><strong><span>C. <u>QUALIFICATIONS OF RESPONDENTS</u></span></strong></p><p style=\"margin: 0in 0in 0in 13.7pt; font-size: 11pt;\"><span>Each respondent shall provide a detailed narrative demonstrating their knowledge and experience in using a systematic phonological method to teach students learning to read in Spanish. The respondent shall have demonstrated experience working with school districts in New Jersey providing the type of services requested in this RFP.</span></p>",
