(1) Vendor needs to provide comprehensive salary and compensation study service to the government authority located in Frankfort, KY. – Provide comprehensive salary and compensation study for the elected and nonelected personnel.– Study must review current classifications, compensation levels, and market competitiveness for all positions.– Study must also include recommendations for potential adjustments to ensure equitable and competitive compensation practices.– Develop a stated compensation philosophy that guides the desired market position.– Review existing compensation for employees and elected officials within the government for internal equity.– Review the pay of each position and review the job descriptions to see if they accurately reflect the work each position is expected to perform.– Determine experience ratings for appropriate placement of incumbents and provide a recommendation for future hiring guidelines to assist human resources when determining offers for new hires.– Review identified benchmark positions within both public and private markets to assess the government’s competitive position within those comparison markets.– Recommend newly established pay ranges for benchmarked positions including a minimum, midpoint, and maximum pay rate.– Develop suggested policies and procedures to establish and maintain a sound compensation program to provide guidance on future compensation decisions.– Provide an overall cost analysis of recommended compensation changes including budget recommendations to be considered.(2) All the questions must be submitted no later than July 10, 2026.
