RFQ - ARCHITECTURAL AND ENGINEERING SERVICES FOR MUNICIPAL RESTROOM RENOVATIONS PROJECT

The Town of Nantucket, through its Town Administration, is seeking responses from architectural or engineering firms licensed to do business in the Commonwealth of Massachusetts for professional services to provide preparation of schematic plans and specifications, site plans, cost estimating, design and construction document review and contract administration for renovations to existing public restrooms at various locations within Town of Nantucket facilities. Issued in accordance with Massachusetts General Law Chapter 7C, sections 44-57, this Request for Qualifications (RFQ) sets forth the procedures and requirements to be employed by the Town of Nantucket in procuring the services of a Designer for Municipal Restroom Renovations (the “Project”). The selected design firm will prepare plans and documents to assist in the planning, design and construction administration for the Project. Work will include providing Design Services for the following phases of the project including Schematic Design, Design Development, Construction Documents and Bidding. Construction Administration and Closeout services may be added contingent upon approval of construction funding by the Nantucket Town Meeting. All duties defined by the Inspector General for a Designer are expected to be included in any executed contracts between the Town and Designer. Activities will commence upon selection of a Designer and issuance of a Notice to Proceed. The Town anticipates that the successful Proposer will be awarded a contract which includes a modified cost-plus fee compensation methodology up to a not-to-exceed amount with no markups on subconsultant/subcontractor compensation or on “Other Direct Costs”. The contract with the selected firm will be for a term of up to two (2) years, with an effective start date planned for September 2024. As further described below, this procurement will be an evaluative, two-step process: Request for Qualifications (RFQ) The Town solicits a Statement of Qualifications (SOQ) from Proposers to evaluate and assess whether a Proposer is acceptably qualified for the Project. Proposers will submit information, to be evaluated by the Town, concerning their qualifications/key personnel, experience/past performance, project approach, capacity/organization/management approach, and financial stability. The document herewith shall be referred to as the RFQ. Evaluation and Ranking of Statements of Qualifications (SOQs) Following the Town’s evaluation and assessment of Proposers SOQ, the Town may shortlist up to three (3) firms for interview. The highest-ranked firm will then enter into negotiations with the Town. Should the Town and the highest-ranked Proposer fail to come to an agreement on the scope of work and cost proposal for the project, the Town may elect to enter into negotiations with the second highest-ranked Proposer. The fee for services will be negotiated with the highest ranked Respondent as set forth herein. Services provided by the Designer shall be rendered through a Contract for Designer Services furnished by the Town’s Procurement Department. The successful Designer will not be considered an employee of the Town and will not receive any benefits of any employee. The Nantucket Board of Selectmen is the awarding authority. The Town reserves the right to reject any and all proposals; to waive any defects, informalities, and minor irregularities; to award a contract; or cancel this RFQ if it is in the Town’s best interest to do so.
