The City of New Carrollton is soliciting proposals from qualified consultant firms with expertise in municipal operations, compensation analysis, and organizational design to perform an independent review and analysis of the City’s compensation systems, organizational structure, and related processes. The selected firm will deliver objective, data-driven recommendations to support equitable, sustainable, and efficient personnel management. The City employs approximately 78 staff members across various departments. Its compensation structure is organized into 30 distinct pay scales, each designed to reflect different job classifications and responsibilities. Within each pay scale, there are 25 incremental steps.
