(1) Vendor needs to provide random moment time study solution. – Provide and support a web–based tool to implement the Random Moment Time Study (RMTS).  – Provide agency with ongoing support– Provide support to agency and staff in completing the Moment process accurately and completely.– Provide a finalized work plan and timeline to the agency within fifteen calendar days of the start of the initial period of performance.– Implement all services related to RMTS.– Technology requirements:• For electronic data collection systems:– Access control policy.– Access control procedures for users.– Application deployment certification policy.– Configuration management policy.– Data exchange policy.– Digital accessibility and usability policy.– General architecture principles.• Impact level of the data as determined by the agency, including:– Assessment, authorization, and monitoring; – Awareness and training.– Contingency planning.– Identification and authentication.– Incident response. – Maintenance.– Media protection.(2) All the questions must be submitted no later than June 9, 2026. (3) The contract period will be for two years.
