Consultant for Preparation of 2025-2029 Consolidated Plan

The City of Pueblo through the Division of Housing and Citizen Services (City) is seeking proposals for experienced and qualified consultants/grant writers or firms to provide professional grant writing and consulting services for preparation of the following items/reports: FY 2025-FY 2029 Consolidated Plan documents that will cover the period from March 1, 2025 to February 28, 2030 FY 2025-FY 2029 Analysis of Impediments and associated documents that will cover the period from March 1, 2025 to February 28, 2030 First Year Annual Action Plan for the period beginning March 1, 2025 to February 28, 2026 Executive Summary/Report The Consultant will develop the Consolidated Plan in accordance with the following: Code of Federal Regulations, 24 CFR 91, 92, and 570 CPD Notice CPD-24-01, January 16, 2024 Consolidated Plan in IDIS Desk Guide 2021 Additionally, the Consultant will facilitate a blended team collaboration approach including the City of Pueblo and the Pueblo County Department of Human Services for the completion of the requested services. City staff, County staff, Community Advisory Committee members, non-profit service providers, and the general public will participate as stakeholders in progress meetings. Meetings shall be held in accordance with the City’s Citizen Participation Plan. This blended team collaboration will stress progress documentation, issue identification, and resolution. The Consultant will schedule and prepare meeting discussion materials including drafting and distributing meeting notes and documentation of “action items”/responsibilities.
