Consultant Services for Preparation of Five-Year Consolidated Plan and Citizen Participation Plan Update. In accordance with 24 CFR Part 91, the County of Orange is required to prepare and submit to the United States Department of Housing and Urban Development (HUD) a fiscal year 2025-29 Consolidated Plan (Con Plan). The primary objective of the Request for Proposals (RFP) is to select a Contractor/Consultant to research, outreach (meetings, surveys. etc.), organize and prepare the Con Plan in a manner fully compliant with Federal guidelines 24 CFR part 91 and any changes or revisions therein. The Con Plan will cover Fiscal Years 2025, 2026, 2027, 2028 and 2029 (e.g., FY 2025. The Contractor/Consultant will develop, prepare, and finalize all required components of the Con Plan in accordance with the most current legislation and guidance that consolidates the long-range planning and application aspects of HUD's Community Development Block Grant, Emergency Solutions Grant, and HOME Investment Partnerships Programs into one document. The County's previous Five-Year Consolidated Plan focused on FYs 2020 -25
