Vista General Plan Update and Program Environmental Impact Report

The City of Vista's ("City") Planning Division ("Division") is requesting proposals from qualified firms or a team of professional consultants ("Consultant") to update the City’s General Plan, prepare a Program Environmental Impact Report (“PEIR”) for the update, and provide associated public outreach and technical services for the project, as outlined herein. This Request for Proposals (“RFP”) must include a preliminary but well-defined scope of work, schedule, and budget for all proposed tasks, and list all subconsultants. Teams are encouraged to consider incorporating independent experts, academic institutions, artists, designers, non-profits, or others drawn from the community whose involvement would enhance and inform the General Plan Update. Each task is described in greater detail in the Project Description and Scope of Work.
