San Mateo County Emergency Financial Assistance Program Evaluation

The County of San Mateo’s objective in issuing this solicitation is to identify and retain a qualified consultant to evaluate the effectiveness of the County’s Emergency Financial Assistance (EFA) program. The purpose of EFA is to prevent individuals and families in San Mateo County from entering homelessness and to assist in re-housing households experiencing homelessness with rental assistance, move-in costs, and other expenses. The evaluation will include research and analysis as further described in this RFP and should address the access, use, and effectiveness of the EFA program in assisting individuals and families to remain housed and identify areas for program improvement. The County will require a report summarizing the evaluation within 3 months of contract execution.
