San Mateo County Informal RFP for Domestic Violence Co-Response Pilot Program Evaluation

The County of San Mateo’s objective in issuing this informal solicitation is to identify and retain a qualified consultant to support program implementation and evaluate the effectiveness of the County’s new Domestic Violence Co-Response Pilot Program. Funding for this program was approved in December 2023 and the program is set to start in the third (3rd) quarter of 2024. This program is aimed at enhancing the support and safety of domestic violence survivors. The Domestic Violence Co-Responder Pilot Program will embed emergency response advocates within the Sheriff’s Office, the Daly City Police Department, and the San Mateo Police Department. In the event of a domestic violence call for assistance, the advocate will be available to arrive on the scene to provide in-person support and connection to relevant resources. The goal is to ensure safety, provide support to law enforcement, and provide immediate services to victim-survivors when they are most likely to be receptive. This evaluation seeks to assess the program's effectiveness and its impact on survivors, from pre-implementation through the first year of operation.
