(1) Vendor needs to provide compensation study service to the government authority located in Knoxville, TN. • Conduct a comprehensive compensation study evaluating both base pay and total compensation (including benefits) for City employees.• A review of the current identified job descriptions and compensation plan and determine the needs (if any) for modifications, assuring both internal equity and external competitiveness.• Review and make recommendations on the extent and impact of compression issues within the general government and uniform pay structures• Review and provide recommendations on the current performance and incentive pay practices with comparable cities, counties, and potentially private industries.• Recommendations for this study reviewing job matches based on both peer private and public entities.• Prepare cost analysis for implementation of recommended changes to the compensation system.• Assist the City with communication to employees regarding the methodology and results of the survey.(2) All the questions must be submitted no later than July 16, 2026
