(1) Vendor needs to provide comprehensive facilities study service to the government authority located in Redding, CT. – conduct a comprehensive facilities study for evaluate the current condition and functionality of the agency’s physical plant and grounds, in order to develop a strategic, data–informed 10–year capital improvement plan that supports the agency’s educational mission.– This study will include a thorough assessment of building systems, athletic fields and grounds, safety and security infrastructure, and instructional spaces.– The selected firm will identify short– and long–term capital needs, including but not limited to HVAC systems, roofing, and structural components, while ensuring that all facilities align with modern instructional practices and evolving pedagogical approaches.– Facility Condition Assessment- Evaluate the condition and remaining useful life of all major building systems, including HVAC, roofing, electrical, plumbing, and structural components- Identify code compliance issues and deferred maintenance needs- Evaluate the conditions of storage buildings, maintenance garages, and athletic buildings– Site and Athletic Facilities Review- Assess the condition of athletic fields, turf fields, track, courts, and site infrastructure including parking lots and sidewalks- Evaluate drainage, irrigation, signage, and field usage capacity– Safety and Security Evaluation- Review current safety and security systems- Provide recommendations aligned with best practices for school safety– Learning Environment Analysis- Evaluate instructional spaces for alignment with modern teaching and learning practices- Evaluate other student spaces where students may congregate- Provide recommendations for flexible, collaborative, and student–centered learning environments(2) All the questions must be submitted no later than July 8, 2026.(3) Pre–bid meeting will be held on June 26, 2026.
