(1) Vendor needs to provide employee pharmacy benefit management and innovative pharmacy solutions.– Provide Pharmacy Benefit Management (PBM) services and innovative pharmacy solutions for the District's self–funded employee health plan– Core Solution Tracks: Pharmacy Benefit Management (PBM) Carve–Out/Integrated – Independent pharmacy management, specialty drug programs, clinical utilization carve–outs, or transparentpass–through pricing options designed to optimize pharmacy spend– Network Disruption Analysis: Vendor must provide a detailed comparison of current vs. proposed pharmacy network, mapping the numbers of members impacted with an out of network pharmacy.– Deliverables must identify high utilization pharmacy disruption and a comprehensive transition–of–care methodology– Claims Repricing Analysis: Vendor must reprice historical claims data provided by the district, detailing ingredient cost, AWP, and rebates– Claims Cost Guarantees: Vendor must provide pharmacy guarantees, clear underwriting trend assumptions, and standard annual reconciliation frameworks.– Risk–sharing arrangements are strongly preferred– Pharmacy Benefit Management (PBM): Proposals must indicate a fully transparent pricing model, a strong preference for 100% rebate pass–through, formulary design options, specialty drug management pipelines, and rigorous utilization controls– Reporting & Analytics: Proposers must verify access to standard and ad hoc reporting, tracking dashboards (cost trends, utilization parameters, large claims), and predictive analytics platforms– Implementation & Account Management: Submissions must feature a named, dedicated implementation manager, a comprehensive technical project timeline, account management frameworks, and a commitment to quarterly business reviews (QBRs).– Formulary Disruption Analysis: Submissions must provide a detail formulary disruption analysis showing the number of members and drugs that would be impacted with the PBM Formulary change(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 28, 2026
