Description
As part of the pre-construction services the CMAR shall work closely with the Architect and the City. Both parties will be responsible for defining, monitoring, and maintaining the project budget and schedule. The budget is set for this project and additional funds are not available. The CMAR shall ensure adherence to the project schedule and will be responsible to provide continuous cost and constructability alternatives throughout the design and construction process. The CMAR will engage in an active role during the pre-construction services and serve as the General Contractor for the construction of the project. At the completion of the design development phase, the CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract amendment. GMP means the sum of the maximum cost of the work; the CMAR’s construction fee; general conditions fee; taxes, bonds, insurance costs; and bid contingency as proposed and approved pursuant to the CMAR Standard Terms & Conditions contained herein. The approved GMP will be made part of the Construction Services Agreement by executing an amendment or additional amendments for phased construction. The CMAR will be responsible for construction means and methods and may be required to solicit bids from pre-qualified subcontractors to perform the work. SBE Program requirements are applicable to this project. (See SBE Attachment). A. Pre-construction Phase Services by the CMAR shall include, but not be limited to the following: • Team building/partnering • Management plans • Value engineering analysis • Constructability reviews • Cost Model/Budget • Project Schedule Development and Reviews • Estimating/Price/GMP • Bid package strategy (subcontracting plan, SBE compliance) • Procurement of long lead-time materials B. Construction Phase Services by the CMAR shall include, but not be limited to the following: • Renovation of existing Fire Stations in accordance with accepted design documents • Procurement and coordination of Fixtures, Furnishings and Equipment (FF&E) • Project Team management/coordination • Critical Path Scheduling • Meeting minutes during design and construction • Process submittals in a timely manner • Cost controls/change order management • Subcontracting management • Field Staff management • Quality Control/Testing • Assistance with Building Commissioning activities • Safety program • Submission of As-Built drawings and Operation & Maintenance (O&M) Manuals • Conduct owner training for all building systems requiring training • Project close out/warranty period services Attachments included in this solicitation include: Architectural Program Statement
