Owner's Advisor Services for DCS Replacement Project

Proposals are being accepted by West Basin Municipal Water District (West Basin), a Municipal Water District, for an Project Title . The Owner's Advisor (Advisor) will be required to represent West Basin's interests during the procurement, pre-construction, and construction phases of a Progressive-Design-Build (PDB) project to replace the backbone of West Basin's aged Distributed Control System (DCS). The Advisor should have prior experience with PDB projects or alternate project delivery methods resulting a Guaranteed Maximum Price (GMP) and be able to assist West Basin in the formulation and review of a comprehensive Request for Proposals (RFP) package as well as contractual language specific to PDB projects. The Advisor should be capable of providing PDB expertise throughout the project, from the RFP and selection of the contractor to the establishment of bonuses or liquidated damages at the project conclusion. The Advisor should also have expertise in the DCS/SCADA field, as they will be expected to coordinate and assist with West Basin's response to Submittals and RFIs throughout the Project. In the pursuit of West Basin's best interests, the Advisor will conduct value engineering evaluations of design submittals and seek to optimize value to West Basin wherever possible.
