Offender Reentry Services

The Sacramento County Sheriff’s Office (SSO) provides Reentry Services to Sacramento County’s justice-involved population. In-custody Reentry Services are provided at Sacramento County’s Rio Cosumnes Correctional Center (RCCC) and Main Jail, while post-release aftercare services occur at various Sacramento County locations. Services location addresses include: • Rio Cosumnes Correctional Center – 12500 Bruceville Road, Elk Grove, CA 95757 • Sacramento County Main Jail – 651 I Street, Sacramento, CA 95814 • Various locations within Sacramento County Reentry Services provides in-custody and post-release rehabilitation for male and female offenders within Sacramento County. Reentry Services implements an innovative approach to rehabilitation by providing evidence-based treatment, educational, and vocational programs to the justice-involved population. The program aims to ensure a successful transition from incarceration to the community by providing effective programming to participants applicable to a carefully constructed reentry plan based on assessed criminogenic needs. Reentry Services treatment offerings within the Residential Substance Abuse Treatment (RSAT) program include Introduction to Recovery, Courage to Change, Relapse Prevention, Living in Balance, Thinking for a Change, Beyond Trauma, Job Readiness, and Medical Assisted Treatment (MAT)/Vivitrol®. While in Reentry Services, eligible in-custody participants are provided education and vocation opportunities. Education classes include high school equivalency preparation and testing, adult basic education, English as a second language, computer skills, and parenting classes. Vocation programs include Automotive Technology, Construction, Custodian, Engraving, Landscaping, Welding, Warehouse Operations, Barista, Beekeeping, Culinary Arts, and Wild Horse Program. Aftercare services are provided to participants upon release from custody and include, but are not limited to, assistance identifying benefit eligibility with various government departments (i.e., Department of Human Assistance, Social Security, Veteran's Affairs), renewal of identification with the Department of Motor Vehicles, securing stable housing or treatment facility program, continuing Medication-Assisted Treatment (MAT) such as Vivitrol®, locating transportation resources, and the opportunity to participate in a monthly Reentry aftercare group. During their time with Reentry Services, participants are assigned a Reentry Specialist/Case Manager who assists in meeting program requirements, conducts group sessions, and provides one-on-one case management, support, and guidance. In addition, participants may remain on a Reentry Specialist's caseload for up to one year post-release from custody. Reentry Services is a multidisciplinary team consisting of Sheriff's personnel, Reentry Specialists employed by a contracted community resource provider, and independent contractors. Reentry Services understands the importance of collaboration in successful offender rehabilitation and works with community providers to offer the best direct services available to its participants. The County invites responses to the Request for Proposal (RFP) from qualified, experienced Proposers capable of providing Reentry Case Management services to the offender population. Reentry Case Management services must meet the requirements described in this RFP and its attachments and appendices.
