REQUEST FOR QUALIFICATIONS (RFQ) - AB 109 “One-Stop” Reentry Service Hubs

The Contra Costa County Probation Department’s Office of Reentry & Justice (ORJ) is pleased to announce, on behalf of the Board of Supervisors, the solicitation of qualifications from responders to manage the implementation and operations of the county’s two regionally based “One-Stop” Reentry Services Hubs: (1) the West County Reentry Resource Center and (2) the East & Central County Networked System of Services for a three (3) year contract period of July 1, 2025 through June 30, 2028. Private and public not-for-profit organizations and for-profit organizations with experience in providing services in the described areas are invited to submit a response. If you are interested in, and capable of, providing the requested services by contract with the County, please carefully review this RFQ and submit your response as directed in the "Response Instructions" section of this solicitation. The ORJ intends to fund two separate contract awards for each Reentry Services Hubs as follows: West County Reentry Resource Center $800,000 / year $2,400,000 (3-year maximum) East & Central County Network System of Services $1,200,000 / year $3,600,000 (3-year maximum) Organizations are only permitted to submit one response for one regional service hub and demonstrate organizational history, experience and ability to engage individuals who are formerly incarcerated and their families within the proposed region to be served.
