(1) Vendor needs to provide water and sewer rate study and integrated infrastructure master plan services to the government authority located in Geneva, IL.– Provide an integrated approach that aligns utility financial planning, infrastructure lifecycle planning, transportation asset management, and long–term capital planning into a unified decision–making framework.– Integrated infrastructure master plan shall serve as the primary planning document integrating recommendations from the water and sewer rate study, pavement management plan, lifecycle analyses, and associated capital improvement planning efforts.– Assess the current condition of current infrastructure related to water, wastewater, transportation and road operational and maintenance activities.– Evaluate current and existing plans and studies to determine viability.– Develop multi–year financial projections.– Review compliance with bond covenants and other financial constraints for the water and sewer fund.– Review historical financial statements, budgets, audits, rate ordinances, plans and recommendations and studies.– Assess affordability consideration.(2) All questions must be submitted no later than June 12,2026.
