Water and Sewer Rate Study Services

The City of Manhattan Beach (City) is requesting proposals from qualified firms to prepare a Comprehensive Water and Sewer Rate Study. The selected consultant shall develop a cost-of-service-based rate model that ensures the long-term financial sustainability of the City’s water and wastewater utilities while maintaining fairness, transparency, and compliance with all applicable laws. All proposals must be received by the deadline noted. Late proposals will not be considered. Submission of a proposal indicates acceptance by the firm of the conditions contained in this RFP, unless clearly and specifically noted in the proposal and confirmed in the subsequent contract. The City reserves the right to reject any or all proposals, waive irregularities, or cancel this solicitation if it is deemed in the City’s best interest. The City intends to negotiate a fixed-price contract with a “not-to-exceed” dollar amount based on the approved Scope of Work. The City of Manhattan Beach (“City”) invites sealed proposals on the project described herein to be submitted via the City’s e-Procurement Portal, OpenGov.
