Consulting Services for Water, Sewer, and Solid Waste Utility Rate Study

STATEMENT OF PURPOSE The City of West Sacramento (hereinafter “City”) is soliciting proposals for preparation of a water, sewer, and solid waste utility rate study. This will be a competitive negotiation process. Qualified contractors, firms, individuals, or entities (hereinafter "Consultant(s)"), that meet the requirements set forth in this Request for Proposals (hereinafter "RFP") and are capable of providing the services requested are encouraged to participate. All necessary and anticipated costs should be included in the proposals. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor." SYNONYMOUS TERMS Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous: a.
