The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Digital Acceleration Project (GDAP), and intends to apply part of the proceeds toward payments under the contract for THE REDESIGN, DEVELOPMENT, OPERATIONS AND MAINTENANCE OF THE eGOVERNMENT DIGITAL SERVICES PLATFORM . For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing . 2. The Ministry of Communication, Digital Technology and Innovation (MoCDTI) now invites sealed Bids from eligible Bidders for the Ghana.gov Revamp Project comprising of two interconnected components: eGovernment Digital Service Platform – a centralized digital services portal enabling efficient delivery of government services. Ghana.gov Citizens App – a mobile interface enhancing citizen engagement and access to public services. The selected vendor is expected to design, build, finance, and operate a secure, user-centric, and interoperable platform aligned with Ghana’s Digital Economy Policy, the National Enterprise Architecture (GGEA/eGIF), and international standards such as Digital Public Goods (DPG) principles. The scope of work is organized into five key components: The vendor as part of the scope of work will undertake the following Discovery, Assessment and Design Platform Architecture and Solution Design Development, Implementation and Migration Capacity Building, Knowledge Transfer and Sustainability Documentation and Project Delivery Managed Service for the Platform for a five-year period 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” 7th Edition, September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20% 5.
