REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Consulting services for the assessment of veterinary laboratories under the Ministry of Agriculture of Tajikistan Reference No. (as per Procurement Plan): OHP/CS/CQS-2026/05 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are: - The firm shall be legally registered and authorized to provide consulting services in the Republic of Tajikistan; - The firm shall have at least five (5) years professional experience in veterinary laboratory systems, animal health system, agriculture or related fields; - The firm shall demonstrate successful completion of at least two (2) similar assignments in laboratory assessments, laboratory infrastructure design, or preparation of laboratory equipment specifications or related fields; - Familiarity with ISO 17025 laboratory requirements and national construction standards and regulations (SNiP, GOST, and other applicable standards); - Demonstrated experience working in the Republic of Tajikistan on similar assignments and experience with projects financed by international development partners, including the World Bank, ADB, FAO, WHO and UN agencies, will be considered an advantage. 4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services. 6.
