This is not a request for proposals, quotations or bids. There will not be a solicitation, specifications, or drawings available at this time.The U.S. Army Corps of Engineers, Baltimore District, East Campus Integrated Program Office (ECIPO) requests letters of interest from potential prime construction contractors. The information received will be used for acquisition planning purposes to determine the appropriate procurement strategy and to identify and resolve business and technical risks. The Government will not award a contract based on this notice, nor will it reimburse respondents for any costs associated with preparing or submitting a response.The anticipated project will be a Firm–Fixed Price Design–Bid–Build (DBB) construction project for the construction of the East–West Infrastructure Connection at Fort George G. Meade, MD. The magnitude of this project is between $40,000,000 and $60,000,000. The North American Industry Classification System code (NAICS) for this procurement will be 237310 with a standard size of $45.0M.2.0 PROJECT DESCRIPTIONThe USACE Baltimore District anticipates a requirement for the construction of the East–West Infrastructure Connections (EWIC) project within a secure campus at Fort Meade, MD. The project is in a dynamic operational environment with multiple adjoining projects and stakeholders.The anticipated scope of work includes a base scope and one option. The option is for approximately half of the electrical duct bank installation. The total scope includes, but is not limited to:Heavy Civil & Roadway Construction: Realignment and construction of Venona Road and Rockenbach Road.Underground Utility Systems: Installation of extensive new underground telecommunications and electrical duct banks, including a minor sanitary line relocation, complete with associated manhole infrastructure.Physical Security: Installation of a significant Physical Security and Anti–Terrorism (PSAT) fence and a new pedestrian sallyport.Traffic Systems: Construction and commissioning of a new signalized intersection.Paving & Site Work: Application of asphalt surface course, demolition (including an existing vehicle control point), clearing, grubbing, grading, final restoration of a soil stockpile area, and tree planting in conformance with reforestation requirements.
