Description
This Request for Proposals (RFP) solicits a proposal for consultant services to provide a constructability review of the plans and specifications and perform pre-construction services, construction management/inspection, and construction contract administration services to augment existing County construction staff as necessary for the West Linda Comprehensive Safe Routes to School Project, a State and locally funded project. The proposal with a statement of qualifications and detailed scope of work submitted in response to this RFP, will be used as the basis for selecting a consultant for the West Linda Comprehensive Safe Routes to School Project. These services will consist of two agreements, with a separate agreement for task 1and tasks 2-10. The first task will be awarded with the intent to provide constructability reviews of the plans and specs and pre-construction services. Task 1 services will be executed under the PE phase of the project and will commence immediately upon consultant selection. Tasks 2-10 will consist of performing construction management for the construction of the West Linda Comprehensive Safe Routes to School Project. The task 2-10 agreement will not be awarded until construction funds have been authorized, and after the successful CONSULTANT has passed a Caltrans pre-award audit; and has not changed any personnel or any sub-consultants submitted in the statement of qualifications for this RFP without written approval from the COUNTY. The County reserves the right for any reason to not award task 2-10 services to CONSULTANT. The West Linda Comprehensive Safe Routes to School Project will construct active transportation infrastructure along seven road segments in West Linda, creating an active transportation grid serving the entire community. The project scope includes constructing curbs & gutters, sidewalks, Class II & III bike lanes, crosswalks, pavement striping, ADA compliant handicap ramps, rectangular rapid-flashing beacons, storm drainage facilities such as drainage inlets, manholes, and piping, and pavement rehabilitation where applicable. The project encompasses the grid of streets comprised of: Arboga Road, Alicia Avenue, Cottonwood Ave, Feather River Boulevard, Grand Avenue, Jay Avenue, and Vine Avenue. The project will extend no further than Feather River Boulevard to the West, Highway 70 to the Northeast, Island Avenue to the South, and Pasado Road to the Southeast. Associated road rehabilitation, including grading for drainage, improvements associated with drainage, storm drain, as well as new striping, will also be accounted for in the proposal.
