(1) Vendor needs to provide human capital management implementation platform. – Provide implementation services for the county's selected Human Capital Management (HCM) platform.– Platform should support the full employee lifecycle from hire to retirement and give the County better visibility into workforce data.– One HCM platform that standardizes HR, payroll, and workforce–management processes across departments.– Configure the employee and position foundation: Job architecture, job profiles, organizational structure, position management, employee records, and employment history.– Configure time entry, time–calculation rules, exception handling, approvals, accruals, and leave eligibility for the county's public–sector and union rules.– Configure scheduling: shift planning, coverage management, labor–rule compliance, and assignment workflows.– Manage the time clock and physical device workstream: validating existing hardware inventories, assessing compatibility with the selected platform, identifying procurement dependencies and lead times, and confirming network and site readiness.– Configure recruiting and hiring: requisition management, screening, candidate evaluation, and hiring workflows, plus onboarding and offboarding, provisioning and deprovisioning triggers, forms, checklists, automated tasks, and digital policy–acknowledgement tracking.– Employee relations and case management.– Configure learning programs, curricula, compliance training, certifications, assessments, and tracking of mandatory courses(2) All the questions must be submitted no later than July 17, 2026.
