Due to EPC limitations, this Funding Year 2027 Form 470 is being filed in FY 2026 to meet the procurement and contract timelines required for the Master Agreement term beginning October 1, 2026. The Michigan Statewide Education Network (MiSEN) is filing as part of a statewide cooperative procurement with REMC SAVE to establish Master Agreements for E-Rate eligible hardware, software, cabling, licensing, maintenance, and related services for eligible Michigan entities.
This is a master pricing vehicle only; no quantity, product, service, or dollar volume is guaranteed. Form 470 quantities are placeholders because the system requires entries. Actual needs and quantities will be determined by participating entities.
The entities-served count reflects the potential statewide universe of eligible Michigan schools, libraries, healthcare entities, and other agencies that may access the contract, estimated at up to 10,165 locations[JL1.1]. Actual participation and demand are not guaranteed.
As a multiple-award master contract, entities must conduct a mini-bid/quote when more than one awarded vendor, manufacturer, product line, or equivalent solution is available, and select the most cost-effective solution consistent with E-Rate and state/local rules. Each entity will complete its own local award/agreement, execute required local documents, and file its own FCC Form 471.
Product lines may be listed in E-Rate service categories based on how equipment, licensing, maintenance, or functionality may be classified. Certain equipment licensing may be treated as MIBS, depending on the license and E-Rate classification.
The Master Agreement runs October 1, 2026, through September 30, 2028, with one optional 24-month renewal. September 30, 2028, is the last date for local awards under the initial term, but resulting local contracts may extend beyond that date. Local awards made under the Master Agreement may result in local contracts of up to 24 months, with one optional 24-month renewal, subject to the ITB and E-Rate rules.
Vendors must review the full ITB, including all attachments, deadlines, terms, addenda, and disqualification criteria. Vendors must register in the REMC SAVE portal by June 10, 2026, to submit questions and bids. Bids are currently due July 9, 2026.
