Abuja, May 22, 2026 Invitation to Bid for the Supply, Delivery, Installation, Commissioning, and Operations & Maintenance of Solar Power Systems for Twenty-Five (25) Primary Health Care Facilities (PHCs) and Seven (7) Public Schools in Niger State, FCT and Nasarawa State (4 Lots) Invitation to Bids No.: NG-ECOWAS-OCEM-549464-GO-RFB Country: Nigeria The ECOWAS COMMISSION has received financing from the World Bank toward the cost of the Regional Off-Grid Electricity Access Project (ROGEAP) – Nigeria Pilot Project (Grant No. IDA 7840, Project No. P160708), and intends to apply part of the proceeds toward payments under the Contract for the Supply, Delivery, Installation, Commissioning, and Operations & Maintenance of Solar Power Systems for Twenty-Five (25) Primary Health Care Facilities (PHCs) and Seven (7) Public Schools in Niger State, the Federal Capital Territory (FCT), and Nasarawa State (4 Lots). Part of the costs related to operation and maintenance will be covered by the Government of Nigeria. The ECOWAS COMMISSION now invites electronic bids (password-protected), from eligible and qualified Bidders to provide the Solar Power Systems as described below, grouped into four (4) lots: Lot 1: Supply, Delivery, Installation, Commissioning, Operation, and Maintenance of Solar Power Systems for Primary Health Care Facilities in Niger State Fifteen (15) solar systems of 10 kWp each; One (1) solar system of 15 kWp; One (1) solar system of 20 kWp. Lot 2: Supply, Delivery, Installation, Commissioning, Operation, and Maintenance of Solar Power Systems for Public Schools in Niger State Six (6) solar systems of 50 kWp each. Lot 3: Supply, Delivery, Installation, Commissioning, Operation, and Maintenance of Solar Power Systems for Primary Health Care Centres in the Federal Capital Territory (FCT) Three (3) solar systems of 15 kWp each; One (1) solar system of 20 kWp; One (1) solar system of 50 kWp. Lot 4: Supply, Delivery, Installation, Commissioning, Operation, and Maintenance of Solar Power Systems for Primary Health Care Centres and Public Schools in Nasarawa State Three (3) solar systems of 5 kWp each for PHC facilities; One (1) solar system of 110 kWp for a public school. For each lot, the Contractor shall be responsible for updating the technical studies and for the full execution of works and services, including installation, commissioning, and operations and maintenance of the above-mentioned systems. The implementation period shall be: (i) Supply, delivery, installation, and commissioning : a maximum duration of six (6) months; (ii) Defects Liability Period (Warranty) : five (5) years from the date of commissioning. 3. Bidding will be conducted through Open Competitive Procurement using a Request for Bids (RFB), as specified in the World Bank's Procurement Regulations for IPF Borrowers (November 2020) , available at www.worldbank.org and is open to all eligible Bidders as defined in the Procurement Regulations. No variants will be considered. 4. Interested eligible Bidders may obtain further information from ECOWAS Commission at the following address, during office hours: Monday to Friday from 9:00 am to 4:00 pm (Nigeria Time, GMT+1). The qualification requirements are as follows: Certified financial statements for the last three (3) financial years; Average annual turnover over the last three (3) years at least equal to the Bid Security amount multiplied by a factor specified per lot; At least two (2) similar contracts successfully completed during the last five (5) years for the supply, delivery, installation, and commissioning of solar photovoltaic systems; Availability of qualified personnel (Project Manager, Solar Engineer, Electrical Engineer) as specified in Section III of the Bidding Document; Availability of key equipment required for the execution of the works; After-sales service and maintenance capacity in Nigeria; Bidders wishing to bid for multiple lots must cumulatively meet the qualification requirements for each lot for which bids are submitted. 6. Interested Bidders may also request the Bidding Documents by sending a request to the following address: rogeapprocurement@ecowas.int and rogeap.ecowas@rea.gov.ng . The Bidding Documents shall be provided by email. 7. A Pre-Bid Meeting shall take place on 11 June 2026 at 11:00 am GMT+1 via Zoom videoconference. The Zoom link will be communicated by email to all Bidders who have requested the Bidding Documents. Non-compulsory site visits will be organized following the pre- bid meeting. Attendance at the pre-bid meeting, while non-mandatory, is highly recommended. 8. Bids must be delivered exclusively electronically (password-protected PDF files) to the email address rogeapprocurement@ecowas.int and rogeap.ecowas@rea.gov.ng , not later than 2nd July 2026 at 10:00 am GMT+1 . Bids submitted after the deadline shall not be accepted and shall be returned unopened. The password for each encrypted bid file must be communicated to rogeapprocurement@ecowas.int and rogeap.ecowas@rea.gov.ng during the public opening session. All bidders are encouraged to take part in the public opening session and to communicate their password during the opening session. 9. Bids will be publicly opened on 2nd July 2026 at 11:30 am GMT+1 via Zoom videoconference in the presence of the Bidders' designated representatives and any other persons who choose to attend. The Zoom link to the opening session will be sent by email to all Bidders who have submitted a bid. 10. Bids shall remain valid for 120 days from the submission and shall be accompanied by a Bid Security , which shall remain valid for 28 days from the expiration of the bid validity period, in US Dollars or the equivalent in a freely convertible currency, in the following amounts: Lot 1 : 5,500 US dollars. Lot 2 : 10,000 US dollars. Lot 3 : 3,500 US dollars. Lot 4 : 2,500 US dollars. Bidders may submit one Bid Security for the lots for the combined total amount. The Bid Security shall be issued by a reputable commercial bank. 11. Attention is drawn to the World Bank Procurement Regulations requiring the Borrower to disclose information on the successful Bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Bidding Document. 12.
