The Teachers’ Retirement System of the State of Illinois (the System or TRS) is requesting proposals for Project Title . The objective of this Request for Proposal is to solicit competitive proposals from qualified vendors in sufficient detail to permit objective evaluation of all proposals which may result in a contract to provide data profiling, data cleansing, and data migration technical services to TRS in support of the implementation of a new Pension Administration System (PAS). TRS initiated a Pension Administration System Modernization program in 2019 with internal development of an employer reporting system. This new system known as Gemini consists of core capabilities necessary for TRS to support the administration of a new defined contribution plan and pay period reporting which will support the annual report of earnings required of each employer. TRS is now developing the employer reporting functionality in Gemini to replace employer reporting functionality that exists the legacy system known as STAR. TRS has recently posted a Request for Proposal (RFP) to solicit proposals from PAS COTS (Commercial off the shelf) vendors to provide for the remaining modules of the PAS. Integration between Gemini and a COTS is expected to provide for all duties associated with pension administration. As part of the PAS Mod Program, TRS is also seeking an experienced data conversion vendor to analyze the data, manage the process of correcting data, and prepare and test staging data for the new PAS. The data conversion vendor must be experienced in using automated tools for data analysis, clean-up, and conversion. A proposer’s preparation and submittal of a proposal or subsequent participation in presentations or contract negotiations creates no obligation on the System to award a contract or to pay any associated costs. All proposals and related materials will be retained by the System and will be subject to disclosure as required in accordance with the Illinois Freedom of Information Act.
